Role Summary & Key Duties

As a Programme Finance Analyst, you will ensure financial integrity and full compliance of programme resources within the Country Office’s portfolio. Key responsibilities include:

  • Upholding UNDP’s financial policies (POPP), ensuring accurate recording and reporting of financial activities.

  • Supporting business process mapping, development of SOPs in programme finance, and audit follow‑up.

  • Monitoring programme budgets and pipelines through ERP/Quantum, and forecasting resource needs.

  • Identifying financial anomalies and implementing controls, including supporting financial risk mitigation and cost‑reduction strategies.

  • Managing donor contributions and trust‑fund agreements; advising programme teams on reporting requirements.

  • Capacity building: training UNDP staff and implementing partners on financial management and RBM tools like HACT and Quantum.

Qualifications & Competencies

Education & Technical Expertise

  • Advanced (Master’s) degree in Finance, Accounting, Business Administration, or Public Administration, or a professional accounting qualification from an internationally recognized institute.

  • Professional accountants have a distinct advantage; non-accountants may need to complete UNDP’s Finance Training & Certification or take the AAFT exam.

Experience

  • At least 2 years of relevant experience with a Master’s degree or 4 years with a Bachelor’s degree, working in financial management, budgeting, audit or ERP systems.

  • Demonstrated experience in IPSAS/IFRS, donor reporting, trust fund finance and portfolio/project-level financial planning is highly desirable.
